Discussion paper 2003 - review of the draft regulatory principles (28 August 2003)

On 1 July 2005 the AER assumed the Australian Competition and Consumer Commission's (ACCC) responsibilities for the regulation of transmission revenues in the National Electricity Market. In May 1999 the ACCC released its draft statement of principles for the regulation of transmission revenues (DRP). The ACCC identified a number of issues within the DRP to be reviewed, including:

  • revaluation of the asset base versus the merits of roll-forward
  • operating and maintenance expenditure
  • capital expenditure
  • weighted average cost of capital
  • incentive mechanism and benchmarking.

The discussion paper was intended to be read in conjunction with the DRP. The discussion paper, attachment A,  attachment B, attachment C and the SKM Report are attached below.
