The transparency market impact measures relate to the publication of information (called transparency measures) on the market impact of transmission in the National Electricity Market (NEM) and on the nature of transmission constraints in the NEM.
The formulation of these measures, and related areas, follow on from the service standards guidelines released by the ACCC on 12 November 2003.
At the time of releasing the guidelines, the ACCC convened the service standards working group to help it assess the potential to improve the incentives for transmission network service providers to consider the market impact of their actions. The working group is made up of representatives from all sectors within the national electricity market and has been indispensable in the consideration of the ACCC's draft decision.
Similarly, transmission network service providers (TNSPs) established a transmission line rating working group to consider the possibility of implementing a consistent approach to line rating methodologies in the NEM. This report was submitted to the service standards working group.
