NECA: Investigation into the events of 14 March 2005

NECA has published its final report into the events of 14 March 2005 when large parts of South Australia were blacked out. NECA’s investigations found that NRG Flinders and Pelican Point Power Ltd failed to satisfy the technical requirements for generator performance, as specified in the National Electricity Code. As a result of NECA’s investigation, the National Electricity Tribunal fined NRG Flinders and Pelican Point Power Ltd $300,000 and $100,000 respectively for breaches of the National Electricity Code.

The Tribunal ordered that NRG Flinders give to the AER an undertaking that it will institute a compliance program in accordance with clause 4.15(b) of the National Electricity Rules by 15 November 2005.

From 1 July 2005, the AER assumed NECA’s responsibility for investigating alleged breaches of the National Electricity Law and National Electricity Rules and initiating proceedings for alleged breaches of civil penalty provisions.
