The Queensland Gas Pipeline (QGP) access arrangement contains a 'review trigger mechanism'. The trigger mechanism allows the Australian Competition and Consumer Commission (ACCC) to review the non-derogated (non-tariff) elements of the QGP access arrangement if interconnection with another pipeline has occurred, or if gas from a significant new source is transported along the QGP, which substantially changes the types of services sought by users or changes the directional flow of gas.
As part of the 2006 review, the ACCC sought submissions from interested parties. Australian Infrastructure Holdings was the only party to lodge a submission. The ACCC has completed its investigation and has concluded that no event has occurred at this stage that warrants a review of the QGP access arrangement.
The ACCC's letter inviting submissions, the submission received and the ACCC's statement of reasons are attached.
