AER/ERA (WA) submissions on Draft National Gas Law and Rules (December 2006)

Submission on Draft National Gas Law

On 19 December 2006 the AER, jointly with the Economic Regulation Authority (WA) provided the following submission commenting on the Exposure Draft of the National Gas Law (NGL) released by the Standing Committee of Officials of the Ministerial Council on Energy. 

The submission is in 2 parts, the first discussing where the draft NGL effectively addresses MCE policy objectives of the gas access reform and market development process; and the second, making proposals for enhancing the draft NGL so as to more effectively achieve, in its administration, the policy objectives of the Law.

Submission on Draft National Gas Rules

On 21 December 2006 the AER, jointly with the Economic Regulation Authority (WA) provided the following letter commenting on the Exposure Draft of the National Gas Rules released by the Standing Committee of Officials of the Ministerial Council on Energy (MCE). 

The joint letter supports MCE officials’ approach of transferring provisions of the Gas Code to the Rules generally without substantive change, in the interests of regulatory certainty by continuing to apply well understood methodologies.  The letter goes on to suggest some revisions to clarify how the Law would apply.
