A public forum on ElectraNet’s revenue proposal has been held. The agenda, presentations and minutes are attached below.

Revenue cap reset process

An indicative timetable showing the key milestones for the revenue reset process is set out below.

  • Submissions close on the revenue proposal - 17 August 2007
  • Release the AER's draft decision and consultants report* - November 2007

  • Submissions close on the draft decision and consultant's report - February 2008
  • Release the AER's final decision - April 2008.

* The AER has engaged consultants to assist with reviewing ElectraNet's revenue proposal.

Background

In 2003, the Australian Competition and Consumer Commission (ACCC) determined ElectraNet’s revenue cap for a five and half year period from 1 January 2003 to 30 June 2008. A copy of this revenue cap decision is available on the AER’s website. The AER assumed responsibility for regulating electricity transmission services provided by ElectraNet on 1 July 2005.

Chapter 6A of the National Electricity Rules (NER) took effect on 16 November 2006. Clause 6A.2.2 of the NER sets out the components of a transmission determination, which include a revenue determination, negotiating framework determination, negotiated transmission service criteria determination and pricing methodology determination for the transmission network service provider. The AER must make a transmission determination for ElectraNet in accordance with chapter 6A and the AER’s transmission guidelines.

ElectraNet is a privately owned corporation that operates and manages South Australia’s high voltage electricity transmission network. This network is used to transport high voltage electricity from generators to electricity distribution networks and directly to large business customers in South Australia.
