Overview:

Under the Retail Law, the AER will be responsible for overseeing the national Retailer of Last Resort (RoLR) scheme. The scheme is principally designed to ensure that in the event of retailer failure, arrangements are in place to ensure that customers continue to receive electricity and/or gas supply. Under the RoLR scheme, the AER must publish the RoLR guidelines, publish the RoLR plan, appoint default RoLRs, maintain and publish a register of RoLRs, appoint designated RoLRs following a RoLR event and make RoLR cost recovery scheme determinations.

On the 8 November 2011, the AER released the final version of the RoLR guidelines, RoLR plan and RoLR statement of approach (the final RoLR package).

Issues paper (3) - November 2010

The RoLR registration and appointment issues paper sets out the AER’s proposed approach for registering and appointing retailers as either default RoLRs or additional RoLRs. The RoLR plan issues paper considers the AER’s development of RoLR event communication processes to be followed by the appointed RoLRs, the failed retailer, customers, the AER, AEMO, distributors and government. This includes the selection of RoLR plan participants, the conduct of RoLR exercises and the development of communication arrangements during a RoLR event. Submission closed on 19 November 2010.

Stakeholder forum

The AER held a stakeholder forum on 1 December 2010 to discuss the AER's RoLR Issues papers.
