APT Pipelines (NT) (APTNT) owns and operates the Amadeus transmission gas pipeline in the Northern Territory. The National Gas Law (NGL) and National Gas Rules (NGR) provide the regulatory framework governing gas pipelines. As with other covered pipelines, we regulate APTNT reference tariffs—and through this its revenue—under an approved access arrangement.
APTNT is required to submit its Amadeus gas pipeline access arrangement for the period 1 July 2021 to 30 June 2026 to the AER for approval on 1 July 2020. Before doing so, the NGR require service providers to submit a reference service proposal, which describes all the pipeline services and reference services it intends to offer its customers. APTNT submitted its reference service proposal to us on 31 July 2019.
On 25 November 2019 the AER made its final decision on APTNT’s reference service proposal. Our final decision is to establish firm transportation and interruptible transportation as reference services. Details are set out in the AER final decision paper.
