TransGrid - Humelink contingent project

In order to clarify the approach to the staging of the contingent project application process for Humelink, the AER has discussed with TransGrid and AEMO how the National Electricity Rules would apply and how the AER would view the relevant trigger events. The AER’s expectation in respect of the process is set out in two letters between the AER and TransGrid, dated 14 September 2020 (from TransGrid) and 13 October 2020 (from the AER).

These discussions for Humelink have been expedited given the need to progress the project to meet the timeframes set out in AEMO’s 2020 Integrated System Plan for Humelink. Separately, the AER is developing a Guidance Note on staging contingent project processes that will apply generally. That Guidance Note will use the Humelink approach as a base but will be consulted on and may be different to the Humelink approach. Whatever the final approach in Guidance Note, the approach to Humelink will remain as set out in the letters noted above.
