On 31 July 2020, we published our final Framework and Approach (F&A) paper for Queensland transmission network service provider, Powerlink.
Powerlink is a Queensland electricity transmission network service provider. Its next 5 year regulatory control period commences on 1 July 2022 to 30 June 2027 (2022-27 period). Under the NER, Powerlink is required to submit its regulatory proposal to us by 31 January 2021. However, prior to that date, the NER require us to review the current F&A paper that applies to Powerlink and decide whether to amend or replace it.
The F&A is the first step in the process to determine efficient prices for electricity transmission. The F&A sets out how we propose to apply a range of incentive schemes and other guidelines as well as our approach to calculating depreciation. The F&A also facilitates early consultation with consumers and other stakeholders and assists electricity transmission businesses prepare expenditure proposals.
The positions we set out in the F&A paper are not binding on the AER or Powerlink.
Powerlink draft revenue proposal released
Powerlink has released, and is consulting its stakeholders on, a draft revenue proposal for the 2022-27 regulatory control period. The draft proposal is available from Powerlink's website, including information on how you can provide your feedback on the draft proposal directly to Powerlink by 30 October 2020. Powerlink is expected to submit a final revenue proposal to the AER by 31 January 2021.
