AER - Final - Guidance note cover letter - Regulation of large transmission projects - March 2021

On 31 March 2021, we published the final guidance note to assist stakeholders in understanding how we intend to regulate large transmission projects identified as ‘actionable’ in AEMO’s ISP. The guidance note covers:

• the key considerations for the AER in assessing contingent project applications (CPAs) for actionable ISP projects
• how the regulatory process can be staged for actionable ISP projects, in some circumstances, by lodging more than one CPA with the AER
• how we may apply ex-post measures when capital expenditure forecasts contain actionable ISP project costs.

The guidance note complements and supports our existing guidelines.

We have also published an accompanying letter that sets out a summary of the issues raised by stakeholders to the draft guidance note, our responses to those issues and an explanation of how we have amended the guidance note in light of stakeholder feedback.
