Stage 1 discussion paper recommending a performance incentive framework - March 2002

The ACCC engaged Sinclair Knight Merz (SKM) to recommend a performance-incentive framework that the ACCC could incorporate into its principles for the regulation of transmission revenues. SKM extensively consulted with all interested parties and provided its final report to the ACCC.

SKM's final report includes an excel spreadsheet that calculates the incentive payments, and the draft discussion paper.
