On 3 January 2017 the Australian Energy Regulator (AER) received an access arrangement proposal from APA VTS Australia (Operations) Pty Ltd (APA), for the gas transmission network in Victoria known as the Victorian Transmission System (VTS). The National Gas Law (NGL) and National Gas Rules (NGR) provide the regulatory framework governing gas networks. As with other covered pipelines, we regulate APA's reference tariffs for the VTS—and through these its revenue—under an approved access arrangement for its network.
APA's access arrangement proposal contains the terms, including prices, under which it proposes to provide its customers with access to its network for the period 1 January 2018 to 31 December 2022. The AER assesses the terms of the proposal against the National Gas Objective which is set out in the NGL. Following the review the AER must make a final decision to approve, or to refuse to approve, the access arrangement proposal.
On 1 February 2017 AGN, Multinet, AusNet and APA VTS presented their proposals to stakeholders at a public forum in Melbourne. Submissions on the proposals were invited by 3 March 2017. Presentations from the forum and submissions on APA's proposal are available under the Proposal milestone.
On 6 July 2017 we released our draft decision on APA's access arrangement proposal for the 2018-22 access arrangement period. On 14 August APA submitted a revised proposal in response to our draft decision. Submissions on both the draft decision and revised proposal closed on 15 September 2017.
