Australian Gas Networks (AGN) owns and operates gas distribution networks in Victoria and Albury. The National Gas Law (NGL) and National Gas Rules (NGR) provide the regulatory framework governing gas networks. As with other covered pipelines, we regulate AGN's reference tariffs for these networks - and through, these its revenue - under approved access arrangements for each network.
On 27 October 2020, the National Energy Legislation Amendment Act 2020 (Vic) (NELA Act) was enacted to change the timing of the annual Victorian electricity and gas regulatory years. The next access arrangement period is expected to commence on 1 July 2023, rather than 1 January 2023.
AGN submitted its reference service proposal in July 2021. The AER sought submissions from interested parties on AGN's reference service proposal by 30 July 2021. We received one submission, which is available on the AER website.

Approach to six-month extension of access arrangements for Victorian gas distributors
Our decisions on the access arrangements currently in place for Victorian gas distributors Australian Gas Networks, Multinet Gas and AusNet were made in November 2017, and cover the period 1 January 2018 to 31 December 2022.
On 20 October 2020, the National Energy Legislation Amendment Act 2020 (Vic) was enacted to change the timing of Victorian gas distribution access arrangement periods. The effect of the Act is that our regulatory determinations for affected businesses will now be made for financial years rather than calendar years. To facilitate this, the 2018-22 access arrangement period for Victorian gas distributors has been extended by six months to 30 June 2023. Prices for the period 1 January to 30 June 2023, over which the current access arrangements will be extended, are to be set by us in accordance with Orders in Council made on 30 September 2021.
