The Australian Energy Regulator (AER) is reviewing the Victorian gas distribution 2028-33 reference service proposals against the National Gas Law (NGL) and the National Gas Rules (NGR).
AusNet Gas Services, Australian Gas Networks (Victoria and Albury) and Multinet Gas Networks are revising their access arrangements for the 5-year period from 1 July 2028 to 30 June 2033 (2028-33 period). They are required to submit reference service proposals to the AER for approval 12 months prior to submission of their access arrangements (due by 1 June 2027). The reference service proposals were received on 1 June 2026.
Under the NGL and the NGR, the AER has the function of reviewing and approving the terms of the proposals. The AER is required to conclude its assessment no later than 1 December 2026.
Interested parties are invited to make a submission on the reference service proposals by 1 July 2026. Submissions can be emailed to VICGAAR2028
