We are calling for submissions on Transgrid’s cost pass through application for network support costs incurred in 2025-26. Transgrid has identified five network support pass through amounts in 2025-26, which included one negative pass through amount for system security network support costs and four positive pass through amounts relating to network support payments for the Broken Hill Battery Energy Storage System (BESS), Riverina BESS, Broken Hill Load Banks and Broken Hill Generators.
Transgrid has identified a net positive pass through amount of $9.34 million ($June 2026) to be recovered in 2027-28.
We invite stakeholder submissions on Transgrid’s cost pass through application by 12 November 2026. Please refer to the Transgrid Network support pass through 2025-26 webpage for instructions on how to make submissions.
Background
Cost pass through applications allow network businesses to recover efficient costs, not already accounted for in current revenue determinations.
A network support pass through event occurs when a transmission business’ network support payments for the previous regulatory year are higher or lower than the network support payment allowance or expected system security network support payments (if any) for that year.
Our role
Under the National Electricity Rules, the AER is required to assess cost pass through applications from network businesses, including in relation to network support pass through events. In making this assessment, the AER follows the principle that consumers should pay no more than necessary for safe and reliable energy.
