The National Energy Retail Law (Retail Law) introduces a new national retailer of last resort framework (RoLR). To support these functions, the Law provides wide ranging functions and powers to the AER to oversee the RoLR scheme.
The AER has published the RoLR notice of draft instrument, draft RoLR guidelines, draft RoLR statement of approach and draft RoLR plan (draft RoLR package) in accordance with the retail consultation procedure under clause 173 of the National Energy Retail Rules.
The AER invites written submissions on the draft RoLR package by 19 August 2011. Submissions should be sent to AERInquiryaer [dot] gov [dot] au (AERInquiry[at]aer[dot]gov[dot]au) with subject title “Draft AER RoLR Framework” – attn Sarah McDowell”.
Submissions will be treated as public documents and placed on the AER’s website unless otherwise requested (www.aer.gov.au). For information regarding the use and disclosure of information, please refer to the ACCC–AER information policy: the Collection, Use and Disclosure of Information.
A public RoLR stakeholder forum is also scheduled for 13 July 2011. To register for the forum, please email AERinquiryaer [dot] gov [dot] au (AERinquiry[at]aer[dot]gov[dot]au) with the title “Registration for RoLR scheme forum – attn Dominique Chivers”.
