On 18 March 2025, the inquiry was self-referred with the Parliament of NSW Legislative Assembly Committee on Transport and Infrastructure (the Committee) releasing a terms of reference (Infrastructure for electric and alternative energy source vehicles in NSW – Parliament of New South Wales).

The terms of reference requests that the Committee inquire into and report on infrastructure for electric and alternative energy source vehicles in NSW, including:

  1. funding and location of electric vehicle chargers or infrastructure for other potential energy fuel sources 
  2. the viability of alternative energy sources for freight, heavy vehicles and other licenced vehicles in regional communities 
  3. use of existing infrastructure and measures to ensure a competitive market, including 'ring fencing' policies 
  4. measures to ensure the transition of workers from affected industries and industry standards; and  
  5. any other related matters. 

The AER made a submission to the terms of reference on 30 May 2025.
