On 31 July 2025, the Essential Services Commission of Victoria (ESCV) published a consultation paper on Better protections for life support customers in Victoria.
The consultation paper seeks feedback on updating and clarifying life support obligations in the Energy Retail Code of Practice.
The ESCV is considering these changes at the same time as the Australian Energy Market Commission considers a similar rule change proposal to update and clarify life support obligations set out in Part 7 of the National Energy Retail Rules. The rule change proposal is focused on process improvements and is not seeking to reduce protections to life support customers.
The AER made a submission in response to the consultation paper on 4 September 2025.
