On 3, 5 and 12 November 2025, Jemena submitted cost pass through applications seeking to recover costs it expects to incur as a result of the Australian Energy Market Operator's Market Interface Technology Enhancements, the Accelerating smart meter deployment rule change, and the October 2025 Victorian Emergency Backstop Mechanism 2 (VEBM 2) Ministerial Order.
The events require Jemena to substantially upgrade its IT systems and operational processes to comply with new obligations.
On 30 April 2026, the AER published its determination under clause 6.6.1(d) of the National Electricity Rules (NER) that the three events each constituted a positive change event for Jemena. Details of the AER’s assessment against the relevant factors in the NER are set out in our decision document.
