On 3, 5 and 12 November 2025, Jemena submitted cost pass through applications seeking to recover costs it expects to incur as a result of the Australian Energy Market Operator's Market Interface Technology Enhancements, the Accelerating smart meter deployment rule change, and the October 2025 Victorian Emergency Backstop Mechanism 2 (VEBM 2) Ministerial Order. 

The events require Jemena to substantially upgrade its IT systems and operational processes to comply with new obligations.
