The AER is reviewing its Rebidding and Technical Parameters Guideline (Guideline) in response to the Australian Energy Market Commission’s (AEMC) December 2024 integrating price-responsive resources into the NEM rule change (IPRR rule change).
The AER is required to review, and where necessary or desirable, amend the Guideline to take into account the IPRR rule change by 30 September 2026. We are also using this review as an opportunity to update the Guideline to address the evolving energy market.
On 3 March 2026, we published a consultation paper seeking feedback on relevant Guideline issues including:
- Amendments to the Guideline required by the IPRR rule change; and
- Updates responding to key market changes relating to:
- ramp rate rebidding and the minimum safe operating level of a unit
- information in relation to ST PASA Recall Period
- utilisation and transparency of auto-bidding
- rebidding of batteries.
We are also seeking industry views regarding AI utilisation in the National Electricity Market, particularly in relation to bidding and rebidding. This will help inform the AER’s position on these emerging issues.
