We are reviewing the Retailer of Last Resort (RoLR) guidelines and plan. 

Today, the AER has published a consultation paper seeking feedback on the RoLR guidelines and plan, including:

  • changes to the cost recovery guidance, timing and template
  • approach to taking up to 72 hours to designate an additional RoLR
  • approach to designated contracts and timeframe
  • additional data requirement. 

We have also combined the RoLR guidelines, plan and statement of approach into a single document. We have done this to make it easier for retailers and other RoLR participants to understand their obligations, which will result in better experiences for energy customers.

 

 

Background

The RoLR scheme was established to ensure customers continue to receive energy supply if their retailer fails. The scheme also supports the stability and resilience of the retail energy market.

Due to legislative changes in December 2025, we must update the RoLR guidelines and plan to incorporate the amendments by 18 June 2026.
