Final guideline 

On 29 May 2026, the AER published a new revenue determination guideline for NSW non-contestable projects (Non-contestable Guideline) to incorporate the AEMC's Improving the cost recovery arrangements for transmission non-network options Rule (the ICRA Rule) under the EII framework. This Non-contestable Guideline replaces the version published in December 2025. 

The accompanying explanatory statement sets out our response to stakeholder submissions received, including how our consideration of these submissions led to further changes between the draft and final versions of the Non-contestable Guideline.
