The AER has published the Independent Panel’s report for the 2026 Rate of Return Instrument (RORI) review.

National energy laws require that the AER establish an Independent Panel to independently review the draft RORI. This includes assessing the evidence and reasons supporting the RORI and providing a written report to the AER for public release. 

The Independent Panel’s report may help inform stakeholders’ submissions on the draft 2026 RORI. Stakeholder consultation on the draft 2026 RORI closes on 31 July 2026. Submissions can be made to RateOfReturnataer [dot] gov [dot] au (RateOfReturn[at]aer[dot]gov[dot]au). 

The AER will consider all stakeholder submissions, the Independent Panel’s report, and all relevant evidence before publishing the final 2026 RORI in December 2026.
