AEMC rule change - Early application of Service Target Performance Incentive Scheme components for transmission businesses

In early 2014, ElectraNet submitted a rule change request to allow TNSPs to obtain early access to the network capability component (NCC) of version 4 of the service target performance incentive scheme (STPIS).

On 31 July 2014, the AEMC published its consultation paper on the proposed Rule change, seeking submissions by 28 August 2014. The AEMC has released a Consultation Paper on the rule change request calling for submissions.  The AEMC has sought comment on the costs and benefits of allowing early access to the network capability component, whether all components of the STPIS be open to early application and the interaction of TNSP incentive schemes.

Consultation paper

As the first step in the consultation process, on 31 July 2014 the AEMC published a consultation paper. On 16 September we lodged a submission supporting ElectraNet's rule change proposal.

Draft determination

On 18 December 2014 the AER made a submission in response to the AEMC's draft rule determination. The AER generally supports the approach taken in the draft determination.
