In early 2016, the COAG Energy Council commenced its Energy Market Transformation work program. The work program aims to ensure regulatory frameworks are fit for purpose to cope with the effects of emerging technologies and to enable consumers to benefit from innovative services while mitigating any risks. It also aims to ensure regulatory frameworks are flexible enough to support a successful transition of the electricity market to a future characterised by more and increasingly decentralised supply options.
The COAG Energy Council released a consultation paper on the regulatory implications of stand-alone energy systems in the electricity market on 19 August 2016. On 4 October 2016 the AER provided a submission in response to the consultation paper.
