On 20 January 2023, Rolleston Spur Lines was granted 5 year Category 1 and Category 2 non-scheme pipeline exemptions under Part 23.
Gas pipeline regulation reforms to the National Gas Law and National Gas Rules were proclaimed in March 2023. Rolleston Spur Lines' Category 2 exemption under Part 23 was taken to be a Category 1 exemption under Part 10 as it is a no third-party access pipeline.
