As part of the Better Regulation reform program, the AER released its Expenditure Forecast Assessment Guideline and explanatory statement on 29 November 2013. The guidelines describe the process, techniques and associated data requirements for our approach to setting efficient expenditure allowances for network businesses.
The AER issued final RINs for category analysis benchmarking on 7 March 2014.

Amendments
On 1 August 2022, we released an update to the Expenditure forecast assessment guideline - distribution, to give effect to the new rules allowing distributors to provide SAPS to existing customers, and to offer to connect new customers to existing distributor-operated SAPS (also called regulated SAPS) where it is more economically efficient than connection to the interconnected national electricity system.
On 28 June 2024, we released our draft decision for consultation to update the Expenditure Forecast Assessment Guidelines to give effect to the new emissions reduction component of the national energy objectives. Stakeholder submissions closed on 9 August 2024.
