On 15 September 2026, the AER published the final NSW Electricity Infrastructure Fund Contribution Determination Guideline and associated Contribution Determination Model (Contribution Determination Guideline and Model). This is accompanied by an explanatory statement. This Contribution Determination Guideline and Model is a revision to the version published in July 2024. 

The amendments are designed to improve the operation, transparency and predictability of the contribution determination framework as the NSW Electricity Infrastructure Roadmap evolves. 

The finalised amendments aim to:

• improve the operation of the framework;
• clarify the roles and responsibilities of scheme entities;
• set out key methodologies the AER proposes to apply as standard practice; and 
• improve transparency and predictability for stakeholders. 

The accompanying explanatory statement sets out our response to the stakeholder submissions we received, including how our consideration of these submissions led to further changes between the draft and final versions of the Contribution Determination Guideline and Model.
