Overview

On 31 January 2023 Essential Energy submitted its 2024-29 Regulatory Proposal to the AER. The proposal sets out the revenue Essential Energy proposes to collect from its consumers through distribution network charges over the 2024–29 regulatory control period.

On 28 March 2023, the AER published an Issues Paper highlighting some of the key elements of Essential Energy's proposal.

A public forum for interested parties was held on 5 April 2023, we have published the joint presentation pack

Submissions on Essential Energy's 2024–29 Regulatory proposal, our Issues Paper, and our proposed Negotiated distribution service criteria closed on 12 May 2023 and  are now available on the website.

ACCC/AER Consultation Hub survey

We are extremely interested in hearing from stakeholders on whether the Issues Papers and Public Forums provided sufficient guidance to assist in developing submissions and encourage you to provide any feedback at our short survey available on the ACCC/AER Consultation Hub. This survey closes 14 June 2023.

Background

Essential Energy is an electricity distribution network service provider. Its next five year regulatory control period commences on 1 July 2024 to 30 June 2029 (2024–29).

Under the NER, Essential Energy is required to submit its regulatory proposal to us by 31 January 2023. However, prior to that date, the NER require us to review the current F&A paper that applies to Essential Energy and decide whether to amend or replace it.

In June 2022, Essential Energy submitted the methodology it proposes to use to prepare the forecasts of operating expenditure and capital expenditure that form part of its regulatory proposal and the AER, in July 2022, published the final framework for Essential Energy.
