Power and Water Corporation (Power and Water) is the electricity distribution network service provider in the Northern Territory.
Power and Water's forthcoming five-year regulatory control period commences on 1 July 2019 and ends on 30 June 2024. Under the National Electricity Rules (NER) as in force in the Northern Territory, Power and Water is required to submit its regulatory proposal to us by 31 January 2018.
Request for extension of time
In response to a written request from Power and Water for a time extension of three months, we affirmed the 31 January 2018 due date for Power and Water's regulatory proposal. We did not consider a delay of up to three months is likely to provide for a more efficient and effective consultation process. As the 2019-24 regulatory determination is the first review for Power and Water under the national framework, we considered that all stakeholders should be afforded the benefit of the full 15 month review process.
Prior to 31 January 2018, the NER requires us to finalise a Framework and Approach (F&A) that applies to Power and Water. The F&A is the first step in the process to determine efficient prices for electricity distribution services. The F&A determines, amongst other things, which services we will regulate and the broad nature of the regulatory arrangements. This includes an assessment of services (service classification) and whether we need to directly control the prices and/or revenues set for those services. The F&A also facilitates early consultation with consumers and other stakeholders and assists electricity distribution businesses to prepare expenditure proposals.
