Back to topOn 21 September the AER released the draft Better Resets Handbook – Towards consumer-centric network proposals, for public consultation.
It is our intention to retire the Consumer Engagement Guideline for Network Service Providers, which was published as part of the Better Regulation Reform Program in 2013, once the Handbook is finalised and we also invite submissions on this proposal.

Stakeholder forum
Back to topOn 6 October 2021, the AER hosted an online forum on the draft Better Resets Handbook – Towards consumer-centric network proposals (the Handbook) to allow stakeholders the opportunity to ask questions about the draft Handbook. Presentations were delivered by Energy Networks Australia, the AER’s Consumer Challenge Panel and the AER.
Presentation slides for each organisation are below, including that of the two network service providers (Ausgrid and AGIG), who chose not to present to allow more time for questions from stakeholders. We have also included a summary of the discussion, which we agreed to de-identify to protect the privacy of participants.

Back to topTo help inform the development of the Handbook, we commissioned Farrierswier to prepare a report exploring:
- how other regulators have sought to incentivise proposals that reflect consumer preferences and are ‘capable of acceptance’, and
- whether these approaches could be applied by the AER within the existing regulatory framework
Farrierswier’s report is published below. We consider it provides useful background and insights on how regulators have sought to achieve similar aims that we are seeking to achieve with the Handbook, and how these approaches have been shaped by regulatory frameworks in which they operate.
At the time Farrierswier prepared the report, the Handbook was then still known under the working title Statement of Expectations for Networks (SOEN).
