The AER's stage 2 framework and approach paper must set out its likely approach to the application of a service target performance incentive scheme, an efficiency benefit sharing scheme and a demand management incentive scheme to Energex and Ergon Energy in the 2010–15 regulatory control period and the AER's consideration of 'other matters' raised in submissions by the businesses. Consultation on these elements of the framework and approach paper commenced on 30 June 2008. The AER published its final framework and approach paper on 27 November 2008.

Proposed negotiated distribution service criteria
On 17 July 1999 the AER published its proposed negotiated distribution service criteria (NDSC) for the Queensland distribution businesses. The NDSC sets out the criteria to be applied by the Queensland distribution businesses in negotiating the terms and conditions of access for negotiated distribution services and will also be used by the AER in resolving any dispute about the terms and conditions of access.
