The ACCC released its draft decision regarding the appropriate revenue cap to apply to the South Australian electricity transmission network, owned and operated by ElectraNet SA, for a five and a half year period commencing 1 January 2003.

The ACCC's draft decision drew on ElectraNet's application, consultancy reports on the asset base, capital expenditure, operations and maintenance expenditure, submissions from interested parties, other information presented to the ACCC during the course of its deliberations and the ACCC's own analysis.

On 4 October 2002, the ACCC held a public forum where interested parties were invited to raise issues in response to the draft decision. 

ElectraNet made additional submissions in relation to operating and maintenance expenditure, easement valuation, risk free rate and comments on Lally. Interested parties also provided additional submissions on these matters.
