Issues paper

On 3 November 2022 the AER released its issues paper on the Default market offer (DMO) price for 2023–24. This is our fifth DMO determination and we refer to it as DMO 5.

The issues paper is the first step in the process in setting the 2023–24 DMO prices. As part of the DMO 5 consultation process the AER is considering whether any changes should be made to the approach we used in DMO 4 to setting the DMO to ensure it continues to meet the policy objectives.

The AER is particularly seeking views on the following aspects of the pricing methodology:

  • refinements to the approach to forecasting wholesale electricity costs
  • how best to extend DMO protections to customers in embedded networks
  • appropriate settings for the retail allowance.

Stakeholder forum

As part of the AER's consultation process for its DMO 2023–24 price determination it held an online public forum on Wednesday 24 November 2022.

Over 100 stakeholders attended. The public forum provided an opportunity for stakeholders to hear from AER staff on key matters for consideration in the Issues Paper. There were presentations from the AER and the Australian Energy Council. The presentation slides are provided below.
