Today, we published a consultation paper and are seeking stakeholder views to inform our development of the network resilience guidelines. The guideline sets out how network resilience expenditure is assessed under the National Electricity Rules including the factors the AER will have regard to when assessing resilience proposals.

On 8 May 2025, the AEMC made a final rule to provide regulatory clarity around the assessment of electricity distribution network resilience expenditure. As part of this, the AER is required to develop and publish formal network resilience guidelines by 1 December 2026. 

This consultation paper is the first step of a 3-stage process. We will review and incorporate feedback from each step of the overall consultation process in developing our guidelines. The consultation paper requests feedback on several issues including the definition of network and community resilience, and the supporting information expected for network resilience proposals.

The network resilience guidelines will replace the AER’s existing guidance note on key issues of network resilience. While our note is a useful starting point in considering elements of the guidelines, we see this process of developing guidelines as an opportunity to refresh our understanding of network and community resilience.
