Consultation paper

As part of our review of the distribution capex model, we are proposing to streamline the model to improve useability and readability. We are also proposing to introduce a standardised transmission capex model. The purpose of this model will be to improve consistency and transparency across transmission submissions, similar to the approach taken for distribution. The new transmission capex model will be based on the updated distribution capex model, tailored to the needs of transmission businesses.

We are seeking stakeholder feedback on our proposed changes, as well as any additional areas of concern, and elements of the current model which stakeholders feel could be streamlined. 

The feedback we receive in response to this paper will inform our amendments to the models, which we expect to release in the coming months.

We invite stakeholders to provide written submissions on the 2026 Capital Expenditure Model review by 9 September 2026. Feedback can be provided on one or more of the models.

Submissions, and requests to make a submission via alternative methods, should be emailed to capexataer [dot] gov [dot] au (capex[at]aer[dot]gov[dot]au)

We will take into account submissions in developing the model. The AER prefers that all submissions be sent in an electronic format in Microsoft Word, or other text readable document form, and be publicly available, to facilitate an informed, transparent and robust consultation process. Accordingly, submissions will be treated as public documents and posted on the AER's website, unless prior arrangements are made with the AER to treat the submission, or portions of it, as confidential. Those wishing to submit confidential information are requested to:

  • clearly identify the information that is the subject of the confidentiality claim; and
  • provide a non-confidential version of the submission.
