On 22 September 2026, Transgrid submitted a cost pass through application for network support costs incurred in 2025-26. Transgrid has identified five network support pass through amounts in 2025-26 which included one negative pass through amount for system security network support costs and four positive pass through amounts relating to network support payments for the Broken Hill Battery Energy Storage System (BESS), Riverina BESS, Broken Hill Load Banks and Broken Hill Generators.

Invitation for submissions

We invite energy consumers and other interested parties to make submissions on Transgrid’s cost pass through application by close of business 12 November 2026.

The AER’s role is to determine whether a network support pass through event as defined in the National Electricity Rules (NER) has occurred, and if so, what is the pass through amount which should be passed through to network users. To best assist and inform the AER in making its determination, interested parties may wish to address the following questions:

  • Does the proposed event meet the definition of a network support pass through event, under Transgrid’s current revenue determination?
  • Are the costs identified by Transgrid incremental to costs already allowed for in its current revenue determination or recovered through the annual pricing process, and related solely to the occurrence of the network support pass through event?
  • Are the costs incurred by Transgrid in relation to the network support pass through event efficient and prudent in the circumstances?
  • Are the decisions and actions Transgrid has taken in relation to the network support pass through event efficient?
  • Are there any other factors the AER should take into account in making its determination?

Submissions should be emailed Attention: Ben Stonehouse, Acting General Manager, Network Expenditure at costpassthroughsataer [dot] gov [dot] au (costpassthroughs[at]aer[dot]gov[dot]au).

Alternatively, you may mail submissions to:
