APA VTS Australia (Operations) Pty Ltd (APA) is revising the Victorian Transmission System (VTS) access arrangement for the five-year period from 1 January 2028 to 31 December 2032 (2028–32 period).
On 27 November 2025, APA submitted its reference service proposal for the VTS, the primary transmission system for the delivery of gas throughout Victoria. This reference service proposal has been prepared as part of the revision to the VTS access arrangement for the 2028–32 period. APA is required to submit to the AER for approval VTS' reference service proposal 12 months prior to submission of VTS' access arrangement for the period 1 January 2028 to 31 December 2032 (due by 1 December 2025).
Interested parties were invited to make a submission on the VTS reference service proposal. We did not receive any submissions.
The NGR require us to complete our assessment of a reference service proposal no later than 6 months in advance of the due date for submission of the relevant access arrangement revisions proposal. Therefore, we are required to conclude our assessment no later than 31 May 2026.
