On 17 February 2011, the AER released it draft decision on Envestra's access arrangement proposal. The draft decision required Envestra to revise its access arrangement proposal. Envestra had until 23 March 2011 to submit a revised proposal.
Stop the clock
The AER decided under rule 11 of the NGR that the period of 63 days for submissions on the draft decision is not counted towards the decision making time for the full access arrangement final decision. This also includes an overlapping period of 34 days for Envestra to submit a revised proposal.
