On 18 October 2002 the ACCC received an application from the Murraylink Transmission Company (MTC) to convert its market network service to a regulated network service. On 17 March MTC supplemented its application with additional development scenarios.

Consultant reports
The ACCC engaged PB Associates to review MTC's proposed service standards and Murraylink's proposed Transfer Capability. The ACCC also appointed Saha Energy International to review MTC's application of the regulatory test. The consultants' reports are available below.
