Annual benchmarking reports 2025
In the annual benchmarking reports we examine the relative efficiency of the distribution and transmission electricity network service providers. In doing this, we consider the characteristics of each network business, and how their productivity compares at the aggregate level and for the outputs they deliver to consumers. We developed the reports using publicly available data that we collected after an extensive consultation process that aligned with our Expenditure Forecast Assessment Guideline.
Translog opex cost function development
Our distribution benchmarking reports include productivity results from econometric opex cost function models. We initiated a review into the performance of these models with the release for consultation of Quantonomics’ phase 1 memorandum in November 2024. We have now released for consultation a phase 2 report prepared by Quantonomics.
