On 28 October 2025, the AER published its draft decision to make a greenfields incentive determination for the Bulloo Interlink. 

Our draft decision is that the Bulloo Interlink will be granted the status of a non-scheme pipeline upon commissioning (that is, subject to the lighter form of regulation) and it cannot be made a scheme pipeline for 10 years.

Our draft decision is to set a shorter operative period of 10 years, rather than the full 15-year period allowed under the National Gas Law sought by APA in its greenfields incentive application, after weighing the need to encourage efficient investment in gas pipeline infrastructure by improving investment certainty against the need to mitigate a material risk that APA may exercise market power on the Bulloo Interlink.
