On 18 December 2025, the AER published its final decision to make a greenfields incentive determination for the Bulloo Interlink. 

Our final decision is that the Bulloo Interlink will be granted the status of a non-scheme pipeline upon commissioning (that is, subject to the lighter form of regulation) and it cannot be made a scheme pipeline for 10 years.

We received one submission to our draft decision, from APA. Having considered all aspects of APA’s submission, our view remains that a 10-year operative period is most likely to promote achievement of the National Gas Objective.

In making this decision, we weighed the need to encourage efficient investment in gas pipeline infrastructure by improving investment certainty against the need to mitigate a material risk that APA may exercise market power on the Bulloo Interlink.
