Back to topOn 27 May 1999, the ACCC released its draft Statement of Regulatory Principles for the Regulation of Transmission Revenues (Draft Regulatory Principles).
The Draft Regulatory Principles outlined the ACCC's initial views on service standards. The ACCC convened a forum for interested parties regarding the review of transmission service standards. Mr Cliff Jones, the project consultant from Sinclair Knight Merz, submitted a discussion paper for this forum.

Back to topThe ACCC engaged Sinclair Knight Merz (SKM) to recommend a performance-incentive framework that the ACCC could incorporate into its principles for the regulation of transmission revenues. SKM extensively consulted with all interested parties and provided its final report to the ACCC.
SKM's final report includes an excel spreadsheet that calculates the incentive payments, and the draft discussion paper.
