On 13 August 2025, the Australian Energy Regulator (AER) received a notice of dispute from the Centre for Independent Studies (CIS) disputing the conclusions of Transgrid’s Meeting system strength requirements in NSW Project Assessment Conclusions Report (PACR). 

The PACR was published on 14 July 2025, for the Meeting system strength requirements in NSW Regulatory Test for Transmission (RIT-T). The notice of dispute contends that Transgrid has not correctly applied the RIT-T in that it has not complied with the National Electricity Rules (NER) clause 5.15.2 in identifying credible options. 

On 8 September 2025 the AER extended the time to make a dispute resolution determination by 60 days under clause 5.16B(d) of the NER, because of the complexity of the issues involved. This complexity arises from the number of grounds set out in the dispute notice, as well as the need to consider whether Transgrid’s application of the RIT-T meets the requirements of the NER and relevant Guidelines, and how Transgrid’s approach to analysis for this RIT-T relates to the grounds of the dispute. 

We will consider the content of the dispute notice and may seek further information from the CIS, Transgrid and other stakeholders as needed. If we accept the dispute, and the grounds for the dispute are not found to be misconceived or lacking in substance, we will release a determination outlining whether we require Transgrid to amend its PACR, and if so, what amendments we require Transgrid to make to its PACR.
