On 13 August 2025, the AER received a notice of dispute from the Centre for Independent Studies (CIS) disputing the conclusions of Transgrid’s Meeting system strength requirements in NSW Project Assessment Conclusions Report (PACR). The PACR was published on 14 July 2025.
The CIS raised the dispute on the basis that Transgrid has not correctly applied the regulatory investment test for transmission. The grounds for the dispute include claims relating to the identification of credible options, the identification of the base case and compliance with consultation requirements.
Determination
On 23 December 2025, following our review of the dispute, the AER published a determination that determined, based on the grounds of the dispute raised by the CIS, Transgrid will not be required to amend its Meeting system strength requirements in NSW PACR.
