On 24 August 2026, the AER received a review and remake proposal from Transgrid for the Paired Generation Service component of the Waratah Super Battery project. Transgrid has requested the Paired Generation Services revenue determination be remade to reflect the amended contractual arrangements in the System Integrity Protection Scheme (SIPS) Service Agreement, which affects the operation of Paired Generation Services revenue determination.
Transgrid has proposed adjustments to the schedule of quarterly payments that are to be paid to it as the Network Operator for the project and passed onto the service providers. It has also proposed new and amended revenue adjustment mechanisms under the determination. Transgrid notes that these proposed changes support energy security requirements. Transgrid has also proposed a number of administrative amendments to the revenue determination.
We have reviewed Transgrid’s proposal and decided to remake the revenue determination to adjust the schedule of payments and to amend the revenue adjustment mechanisms. These changes ensure our revenue determination reflects the contractual arrangements to which they relate.
As part of our review of Transgrid’s proposal we are satisfied that the changes are still consistent with the outcomes of the competitive assessment processes as there has been no change to the contractual arrangements under this revenue determination. On this basis, we have remade the revenue determination to reflect the amended contractual arrangements.
In accordance with the NSW Electricity Infrastructure Investment Regulation, we have published a summary report of our remade determination. Consistent with our previous decisions for the contestable components under the Waratah Super Battery project, we have decided not to publish the schedule of payments. Instead, we will aggregate the amended schedule of payments made under this revenue determination with those resulting from the SIPS Battery Service revenue determination and publish them separately on our website. We publish this in June of each year, where relevant. The next published schedule of payments will include this review and remake and any annual revenue adjustments that occur up until March. This includes any adjustment in the schedule of payments for a delay to the commercial operation of the battery.
