On 27 August 2014 and 20 April 2015, APTPPL, operator of the Roma to Brisbane Pipeline (RBP), submitted negative cost pass through applications to the AER seeking to return costs as a result of the repeal of the carbon tax on 17 July 2014. The applications were to remove carbon price costs from RBP reference tariffs. Note APTPPL has already ceased collecting carbon price revenues.
APTPPL’s pass through applications include the removal from 2015-16 reference tariffs of carbon tax allowances which propose negative pass through amounts of $781,649 in 2015-16 and $741,473 in 2016-17, as well as returning to customers previously over recovered carbon tax revenues of $119,136.
On 19 May 2015, the AER Board determined that a negative carbon pass through event has occurred and has approved the proposed pass through amounts. These pass through amounts will be returned to customers in the form of lower tariffs from 1 July 2015.
