The AER has not approved AusNet Gas Services, Australian Gas Networks (Victoria and Albury) and Multinet Gas Networks’ reference service proposals under the National Gas Law and the National Gas Rules for the period 1 July 2028 to 30 June 2033.
Under the NGL and the NGR, the AER has the function of reviewing and approving reference service proposals for gas networks. A reference service proposal sets out the terms of services for an upcoming gas access arrangement.
On 1 October 2026, the AER made its decisions on AusNet Gas Services, Australian Gas Networks (Victoria and Albury) and Multinet Gas Networks’ reference service proposals. Our decisions are to not approve the proposals because we consider the proposals are not consistent with the regulatory requirements due to classification of the abolishment service as a reference service and the inclusion of no access (gas meter) and incomplete meter fix as services.
The next steps are for the AER to revise the reference service proposals, publish the revised reference service proposals, and to make decisions to give effect to the revised reference service proposals.
